The Rush to the Peripheries: Land Rights and Tenure Security in Peri-Urban Ethiopia

As the global population continues to urbanize, increasing pressure is put upon urban centers and carrying capacity of already built-up areas. One way meet these demands horizontal expansion, which requires new lands become incorporated into centers. In most cases, this demand met by converting peri-urban land as center expands. These processes expansion peri-urban, however, create tension regarding use rights, may foster tenure insecurity if not well managed. in many countries, Ethiopia experiencing extensive growth areas at edge are under pressure. This study investigates rights issues security conditions farmers case sites Addis Ababa Hawassa. The findings reveal that peripheral agricultural resulting system change has caused intense perceived among farmers. range exercised differs two sites, measured property analytical framework. Peri-urban Hawassa hold weak owner positions, enabling them exercise thicker rights. However, claimant slightly above operational level right an authorized user. analysis suggests development strategies adopted respective city administrations impacting their security, albeit unique ways, from lessons can be drawn about how policies more appropriately designed implemented.
